I know I am extremely late to reply, but I thought I could give somewhat of a solution, what worked for me was using Google Chrome, then going incognito, I would then copy and paste the link of the bundle I want to gift, and go to the page using incognito mode. However I don't own any of games from this bundle. I know that bundles now exclude items you already own while maintaing discount. Did Steam change something about buying gifts? I'm trying to buy Half-Life Complete as a gift for a friend and it says "the contents of Half-Life Complete are personalized for your account, it cannot be purchased as a gift".
